Mark graduated from the University of Tasmania in 1998 and completed the legal practice course in 1999. He commenced at Page Seager Lawyers in 1999 and remained with the firm until 2014, seven years as a partner. From 2014 to 2023 he was an employed solicitor at Butler McIntyre & Butler and then the first Tasmanian State Litigator as from late 2023 to April 2025. At all times Mark has practiced in dispute resolution and litigation. Areas of practice have included: personal injury, planning and environmental law, insolvency and property law (including expertise in the Torrens System of registration and Tasmanian compulsory acquisition cases), building and construction matters, estate disputes and administration law.

Prior to his engagement as the State Litigator, he was a member of RMPAT and then TASCAT. He was director of the Tasmanian Legal Practice Course from 2019 to late 2023.

He was made Senior Counsel in 2024.
